In June 1972 20th - 23rd The remains of Hurricane Agnes dropped 6.31" 
of rain on the Hagerstown area. Some areas in Virginia and Pennsylvania 
got up to 10 to 18 inches. There was widespread severe flooding in the 
mid atlantic states. Even with that rain the Flood levels did not even
come close to the record floods of 1936 which was from a combination of 
heavy rains on top of heavy snow packs.
